- $450 increase to the school foundation allowance, which brings the per-student funding to $9,150.
- $1 billion additional for the Michigan Public Schools Employees Retirement System (MPSERS).
- $425 million into a MPSERS retirement reserve fund.
- A $300 million increase is going to special education as part of a new formula.
- $222 million more put into “at-risk” funding.
- $34.0 million increase for Great Start Readiness Program
- $475 million for a School Infrastructure and School Consolidation Fund for the purpose of improving student academic outcomes, increasing the efficiency of the state’s public education system, and creating a healthy and safe space for students in this state.
- $5.0 million for a feasibility study for consolidation.
- $305 million allocation for a Future Educators Fellowship. $25.0 million for this year and $280 million over the next four years to provide up $10,000 grants for students in teacher prep programs.
- $50 million for stipends for student teachers to pay student teachers up to $9,600 per semester. Funding must be used for tuition, living expenses, childcare, or any other cost associated with student teaching.
- $175 million for “grow your own” programs for districts to recruit and train prospective educators from the ranks of paraprofessionals and other support staff. Allowable expenses include tuition and fees, books, testing fees, travel, and a substitute employee salary.
- $10 million increase for Career and Technical Education (CTE) programs.
- $10.0 million for Career and Technical Education (CTE) teacher recruitment and retention.
- $20 million for Teach for America, which hosts a summer training institute in Detroit to recruit teachers into a master teacher fellowship.
- $25.0 million for Before and After school Programs and expands to include summer school programming.
- $52 million for Learning Loss for per-pupil payments to districts to address learning loss. Payments are estimated to be $37 per pupil.
